The Surface Chemistry manufacturing site in Morris, IL has an outstanding opportunity for a passionate, experienced professional to assume the role of Sr. Project Leader. This position is responsible for the coordination of all aspects of a project to ensure completion of the project on schedule and within budget.  Responsible for the day-to-day functioning of the design, purchasing, cost and construction ensuring conformance to the project scope, philosophy and application of sound engineering practices to attain cost and schedule targets presented in the Appropriations Request (AR).   The Morris site primarily produces Fatty Amines which are used in many industries. Uses for the nitrogen derivatives include fabric softeners, oil field chemicals, asphalt emulsifiers, petroleum additives, mining, and others.   This is a union site with approximately 140 employees and the operation runs 24/7. Reports to: Site Engineering Manager Relocation Assistance: To Be Determined Accountable for developing the Charter and the Premises document for the project.  Accountable for ensuring proper resourcing of the project withpeople who have the necessary functional competencies.    Accountable for the project delivering on the business case promise shown in the AR. Accountable for the cost reporting, schedule and CAPEX forecasting of the project.  Responsible for the updates to the Steer Co and for ensuring risk is properly communicated to the Steer Co and that the project team is mitigating the risks to acceptable levels.  Accountable for the development of the project's work process / plan for each phase against which toll gate readiness will be assessed.    Accountable for the HSE means and methods used to manage the project cradle to grave.  Accountable for ensuring all functions on the team and contract resources are integrated into ONE TEAM.    AR Preparation and Submission: - Assists in project scope definition including functional specifications and project deliverables.  This includes clear definition of off-sites and utilities.  - Coordinates and reviews inputs for capital cost estimates.  - Reviews estimate before inclusion in AR to assure total scope is reflected in the AR estimate.  Prepares reasonable, attainable schedule consistent withProject Leader's and Business Unit's needs and available resources.  - Ensures HSE&S and Operational Eco Efficiency considerations are properly reflected in the AR.  - Coordinates risk analysis for evaluation and ultimate inclusion in the AR.      Facility Design:  - Establishes philosophy, assists in site selection and evaluation.  - Provides inputs of cost and schedules to ensure optimum plant capacity decisions.  Organizes and directs engineering projects.  This includes process study, process design, cost control, equipment specifications, equipment selection, plant layout, equipment layout, instrumentation, material specifications, construction scheduling, cost control and progress reporting.  - Assures that all necessary permits are obtained.  - Keeps Process Engineer and/or Engineering Dept. informed of any deviations from established scope, cost and schedule.  - Anticipates problems before they become critical.  - Will initiate scope changes when applicable.  - Continually reviews designs and schedule to ensure most economical route is being taken with respect to both capital and operating costs.  This includes new technical developments, construction techniques and innovative designs.  These reviews are always made with safety, operability and maintainability as equally important considerations.   - Ensures design schedule is compatible with construction and overall projectschedule and makes changes as needed.    - Reviews and approves drawings, specifications, schedules, designs, field design changes, start up procedures and other planning/construction procedures.  - Ensures adherences to OSHA and other applicable regulations.  Construction:  - Meets with "Field Execution Project Managers" - Approves selection of contractor and type of contract.  - Makes frequent visits to review construction progress, quality, problems, etc.  Anticipation of construction needs to effect minimum cost and on-schedule progress is paramount.    Start up and Project Completion:  - Assists start up as required.  Generally acts in "consultant" status, but can be part of a start-up team.  - Ensures information on spare parts, operating instructions etc. has been sent to the plant as early as possible.  - Has Engineering and Vendor Print Manuals prepared in time for start-up use.  - Prepares close out report for project leaders approval.  - Prepares final report covering all aspects of the project.  Organizes "Post Mortem" (lessons learned) project review Job requirements/Candidate profile - B.S. Chemical Engineer - 8 plus  years of previous experience in project frontend development and the development of business cases and economics for projects - Experience with large projects > 25 mln euro - 5 plus years working for a manufacturer of chemicals, refining, petrochemicals, or specialty chemicals - 8 plus years of experience in a stage gate project work process Preferred, but not required: - M.S. in Business Administration  or Finance - Knowledge of batch processing - Knowledge of Lean Six-Sigma - Program or project management experience in detail design and construction - Registered Engineer in the State of Illinois or PMP Certification 180004N4

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
